Pull Kconfig consolidation from Masahiro Yamada:
"Consolidation of Kconfig files by Christoph Hellwig.
Move the source statements of arch-independent Kconfig files instead
of duplicating the includes in every arch/$(SRCARCH)/Kconfig"
