wifi: iwlwifi: prepare for reading PPAG table from UEFI
As PPAG table is going to be read from UEFI, there are some cleanups required: Move functions/definitions that are common to both UEFI and ACPI to regulatory.h/c. In addition, rename the functions/macros names so it will be clear which one is ACPI specific, and which is common for ACPI and UEFI.
