ARM: arch timer: Drop unneeded select GENERIC_CLOCKEVENTS
The ARM Architected timer is available on ARMv7 SoCs only. As both ARCH_MULTIPLATFORM and ARM_SINGLE_ARMV7M select GENERIC_CLOCKEVENTS, there is no need for HAVE_ARM_ARCH_TIMER to select GENERIC_CLOCKEVENTS.
