powerpc/fadump: update documentation about CONFIG_PRESERVE_FA_DUMP
Kernel config option CONFIG_PRESERVE_FA_DUMP is introduced to ensure crash data, from previously crash'ed kernel, is preserved. Update documentation with this details.
