PCI/MSI: Update MSI/MSI-X bits in PCIEBUS-HOWTO
Update the MSI/MSI-X bits in PCIEBUS-HOWTO. Stop talking about low-level
details that mention deprecated APIs and concentrate on what service
drivers should do and why.
